What is high heat and low heat?

I'm following a recipe (http://www.sortedfood.com/page/recipes?toppage=jambalaya) but I have a problem concerning what high heat and low heat is. I figured that simmering is app. 100�C or 212�F. Any help would be appreciated. Yes, I'm a male :D but please note my efforts.
